Please read Québec Emploi's terms of use and privacy policy carefully before you register. The privacy policy is an integral part of the terms of use.

The terms of use and privacy policy can change without prior notice. The Ministère de l'Emploi et de la Solidarité sociale will advise you of significant changes that will be made, so that you can make yourself aware of them.

The Québec Emploi website may include links added by users to other websites. These sites are not systematically verified. They are offered to simplify job searches.

Guarantee and Liability

The Ministère de l'Emploi et de la Solidarité sociale is not liable for damages that could be caused by illicit use of the personal information a person seeking employment could include in their candidate profile or provide to a third party (e.g., an employer), notably via email, a hyperlink or a third-party website.

The Ministère de l'Emploi et de la Solidarité sociale does not guarantee the truthfulness, accuracy or reliability of information included in job offers and candidate profiles found on Québec Emploi. Consequently, the Ministère de l'Emploi et de la Solidarité sociale does not guarantee that the identity of each and every user is accurate, and thus cannot be held responsible for damages in this regard, notably from unauthorized use of a user's ID and password.

By using Québec Emploi, you acknowledge that you are fully responsible for the form, content and accuracy of the information that you post on the website and any personal information that you provide to a third party.

Using Online Services

It is forbidden to use automated systems, bots or any other similar means (e.g., device, software, routine or automated request) to use Québec Emploi or to collect or use data from Québec Emploi, including to post a job offer or create a candidate profile. It is also forbidden to take any measures that would create unreasonable or excessive constraints on the site infrastructure that offers the service or any measures that would be liable to affect or try to affect the security or the accessibility of Québec Emploi (e.g., interference, computer virus, overload, attempted takeover, violation of security measures or authentication).

Posting Job Offers and Candidate Profiles

The Québec Emploi website displays job offers and candidate profiles as they were submitted by users and is not responsible for their content or the effects that their publication might have.

The Ministère de l'Emploi et de la Solidarité sociale can verify publications on the Québec Emploi website and the included hyperlinks to make sure that job offers and candidate profiles are compliant with the terms of use. If they violate the terms of use, they can be withdrawn without notice.

All mandatory fields must be filled out before the information can be saved.

The Ministère de l'Emploi et de la Solidarité sociale reserves the right to remove any job offer or candidate profile that:

  • refers to illicit, immoral or criminal behaviour
  • infringes on human rights
  • is contentious or controversial, is inappropriate or improper
  • contains one or more words prohibited by the Ministère that the employer or job seeker refuses to withdraw.

The Ministère de l'Emploi et de la Solidarité sociale also reserves the right to remove any job offer or candidate profile:

  • indicating that a person should pay fees or invest money for a good produced by or a service offered by the employer
  • mentioning an unpaid training period or a requirement to purchase a starter kit, or according to which the cost of training must be covered by the person seeking employment
  • whose goal is creating a bank of candidates, unless explicitly mentioned in the offer
  • that is not linked to a company with a valid Québec enterprise number (NEQ), a number that is assigned by the Registraire des entreprises du Québec
  • published by an employer using the NEQ of a business whose registration has been cancelled or using a business name different from those recognized by the Registraire and featured in its register, which is accessible from the Registraire website.
  • published several times simultaneously for the same position
  • that does not represent an actual job opportunity
  • indicating a place of work on site that does not match the actual location where the work takes place
  • that does not comply with applicable Québec laws and regulations (e.g., the Act respecting labour standards, the Charter of human rights and freedoms, the Act respecting Access to documents held by public bodies and the Protection of personal information and the Act respecting the protection of personal information in the private sector)
  • if it is an unpaid internship offer

Any use that does not conform to the terms of use could also lead to the closing of the user's account. In such a case, the Ministère de l'Emploi et de la Solidarité sociale will inform the person in writing.

Registration, Candidate Profiles and Job Offers

Registration

Registration for the service is not required to perform a job search. However, all users must register using the Government Authentication Service (for users looking for a job) or clicSÉQUR – Entreprises (for users who are employers).

It is mandatory for an employer to have a valid Québec enterprise number (NEQ) assigned by the Registraire des entreprises du Québec when creating their profile in the Québec Emploi service.

All users must protect the confidentiality of their Government Authentication Service or clicSÉQUR account, notably by avoiding sharing their ID or password with a third party.

A job seeker who is registered for the Québec Emploi service can:

  • search for job offers using a personalized tool and specific criteria
  • consent (or not) to make their candidate profile (excluding their home address), their résumé and their cover letter accessible to employers who have at least one position to fill
  • apply for a job online.

An employer registered for the Québec Emploi service can:

  • publish job offers
  • manage the recruitment process through a smart match feature for any job offer being published
  • search candidate profiles using specific selection criteria
  • access information and documents submitted by people seeking employment who have given their consent, that is, for applications received as part of a job offer or through a match.

Failure to conform to the terms of use can lead to the permanent deactivation of any employer or candidate account.

Job Offers

An employer can ask a person seeking employment to provide them only with the personal information that is necessary to evaluate their application. The employer must be able to explain why it is necessary for them to obtain the information they are requesting.

After their registration is complete, employers must enter and publish their job offer so that people seeking employment can access it. It's important to provide quality information. Therefore, the employer must pay particular attention to the information provided to ensure that it's reliable and comprehensive.

All employers are responsible for the veracity, accuracy and reliability of the information included in the job offers they publish on Québec Emploi.

The stated place of work must correspond to the actual place of work. For a teleworking job offer, the address of an establishment located in Québec is required. Entering the full address of the place of work is mandatory, as it allows submitting the job offer to the Government of Canada's Job Bank and establishing a link between place of work, Services Québec office or local employment centre and region.

By convention, the Québec Emploi service refers to the National Occupational Classification. This system classifies and describes the occupations practised in Canada. When the employer enters a job offer, they must choose the name that corresponds as closely as possible to the job description. For more information, visit the National Occupation Classification website. However, the job title can be changed to better reflect the job offer.

Exercising certain trades – in construction or auto mechanics, for instance – can require obtaining a certificate of qualification or a permit issued by organizations such as the Ministère de l'Emploi et de la Solidarité sociale or an agency such as the Commission de la construction du Québec (CCQ). For this type of employment, the employer must specify the requirement for a certificate of qualification or permit in the job offer.

Candidate Profile

Job seekers are responsible for the truthfulness, accuracy and reliability of the information included in their candidate profile, including the résumé and cover letter.

When they register, job seekers must enter information in their profile and consent to making it visible so that employers can see it.

The Gouvernement du Québec reserves the right to hide the candidate profile of a user whose account has been inactive for a period of more than 365 days. In such a case, that person will be notified by email of the change in their account's settings.

There are three types of candidate profiles:

  • Regular: includes anyone looking for a full-time or part-time job
  • Student: a student clientele looking for a student job offered by the Gouvernement du Québec or an employer in the private sector
  • Internship: a clientele looking for internships related to an educational program

Candidates can only select one type of candidate profile at a time: they can modify it at any time to reflect their current situation.

However, holders of a Québec Selection Certificate (CSQ) delivered by the Ministère de l'Immigration, de la Francisation et de l'Intégration who are living outside Canada as well as Canadian citizens outside Québec can only create a regular candidate profile.

Applying for a Job

When candidates reply to a job offer, via Québec Emploi, email or the employer's website, they may be asked by the employer to provide personal information. We strongly recommend that they do not provide personal information such as their social insurance number, date of birth or information about their financial situation before being hired for the job for which they are applying and without previously making sure that providing this information is necessary.

Personnel Placement Agencies and Recruitment Agencies for Temporary Foreign Workers

Personnel placement agencies and recruitment agencies for temporary foreign workers have to submit their job offers themselves on Québec Emploi but they cannot benefit from the programs, measures and placement services offered by the Ministère de l'Emploi et de la Solidarité sociale.

Personnel placement agencies or recruitment agencies for temporary foreign workers must include the economic activity code (CAE) corresponding to their economic activity in the Registraire des entreprises du Québec (REQ), which is either recruitment and placement (7711) or temporary services (7712). If this condition is not met, their Québec Emploi file will be deactivated.

To create an employer account on the Québec Emploi website, personnel placement agencies or recruitment agencies for temporary foreign workers must hold a valid licence issued by the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST), as specified in section 92.5 of the Act Respecting Labour Standards (Chapter N-1.1).

In that respect, the licence number must be entered in the business description included in the employer profile. The Ministère de l'Emploi et de la Solidarité sociale reserves the right to suspend the employer account of an agency whose licence has expired or has been suspended by the CNESST.

Personnel placement agencies or recruitment agencies for temporary foreign workers are responsible for conforming to all aspects of the Québec Emploi terms of use.

The Ministère de l'Emploi et de la Solidarité sociale reserves the right to ask personnel placement agencies or recruitment agencies for temporary foreign workers to provide the name of the employers they are recruiting personnel for in a particular job offer. Also, these agencies cannot require job seekers to pay fees in order to apply for the jobs they offer.

Candidates for an Occupation Governed by a Professional Body or for a Trade Requiring a Certificate of Qualification or Competency

Occupations governed by a professional body

To become a candidate for a position in a profession with exclusive rights to practise or a reserved title, you must be a member of the professional order responsible for the profession.

In the case of a profession with a reserved title, members of a recognized professional body can use the title and practise the activities legally reserved for these professions. In the case of a profession with exclusive rights, members also have a monopoly on certain activities.

Trades Requiring a Certificate of Qualification or Competency

Subject to certain conditions, the practice of certain trades may be limited to persons who hold a certificate of qualification.

Working in some construction trades requires a certificate of qualification issued by an agency recognized by the Gouvernement du Québec. The list of construction trades is available here.

Some work must be executed by someone holding a certificate of qualification issued by the Ministère de l'Emploi et de la Solidarité sociale. You can consult the list of regulated trades.

Cannabis

To register with Québec Emploi, laboratories that are licensed cannabis distributors and cannabis producers must provide the Placement Assistance Centre with a valid copy of the licence issued to them by Health Canada.

Copyright and Trademarks

All content published on Québec Emploi is protected by copyright held, as the case may be, by the Ministère de l'Emploi et de la Solidarité sociale or by users who are submitting content. The content of the Québec Emploi service is the exclusive property of the Ministère. It is prohibited to copy, share, distribute, change, copy or publish content published on Québec Emploi in any way, shape or form, without prior authorization from the Ministère.

The content of a job offer is protected by copyright held by the employer or the personnel placement agency or recruitment agency for temporary foreign workers. It is prohibited to copy, share, distribute, change, copy or publish content published on Québec Emploi in any way, shape or form, without prior authorization from the copyright holder.

However, please note that all job offers posted on Québec Emploi are also posted on the Government of Canada's Job Bank and on other provinces and territories' online placement sites, under the Canada – Québec Labour Market Development Agreement in Principle.

Furthermore, job offers can be shared on social media like Facebook, Twitter and LinkedIn.

It is also prohibited to use any trademark featured on Québec Emploi without prior written authorization from the Minister or, as the case may be, from the holder of said trademark.

Protection of Personal Information

In a job offer, an employer can ask for some personal information, in particular so they can contact people selected for an interview.

The Social Insurance Number, date of birth, driver's licence number or health insurance card number, permanent code assigned by the Ministère de l'Éducation as well as bank information (specimen cheque, account number or credit card number) constitute sensitive personal information that should not be provided to the employer as part of a hiring process. However, communicating some of this information can be justified after someone is hired.

Job seekers are responsible for ensuring that the personal information requested by an employer is necessary to analyze their application, in order to protect themselves from identity thefts and to minimize risks of an invasion of privacy.

The person seeking employment must inform themselves about the risks involved with providing certain personal information to a third party. For instance, an ill-intentioned person could use a job seeker's Social Insurance Number or date of birth to request a credit investigation without their consent. Furthermore, a job seeker's credit card number could be used for unauthorized online purchases.

Finally, a person seeking employment should not include sensitive personal information or include a photo in their résumé or their cover letter.

Use of Users' Contact Information

Please note that the Ministère de l'Emploi et de la Solidarité sociale reserves the right to use the contact information of Québec Emploi users to survey their level of satisfaction with the service.

Fraud

Any fraudulent use of personal information may result in a penalty that can go as far as imprisonment. A complaint may be filed with police against anyone using Québec Emploi to commit fraud or attempt to do so.

Language of Work, Publication and Communication

The official language of Québec is French, in accordance with the Charter of the French language. Under section 46 of the Charter of the French language, an employer cannot require a job seeker to have knowledge or a specific level of knowledge of a language other than the official language, unless the nature of the duties requires such knowledge; even in the latter case, the employer shall first take all reasonable means to avoid imposing such a requirement.

An employer requiring knowledge or a specific level of knowledge of a language other than the official language for a position must, when publishing an offer to fill the position, indicate the reasons that justify the requirement in the Description field of the job offer. Job offers published by employers must comply with this section. If this requirement is not met, the Ministère reserves the right to withdraw the job offer.

All job seekers have the right to submit their résumé or offer their services in French when applying for a job in Québec.

All job offers must be published in French, which does not exclude that they may also be published in another language. Job offers published in English will be systematically translated and published in French.

Job seekers may present their candidacies in a language other than French. However, all job seekers have the right to require that an employer who has a place of business in Québec contact them in French, and workers have the right to carry out their activities in French when working in a place of business in Québec.

Please note that the Ministère du Travail, de l'Emploi et de la Solidarité sociale only uses French in written communications sent to employers who have a place of business in Québec.
